What the queue is for

Before a generator can deliver power, the transmission provider must establish what the network needs in order to accept it safely. The queue is the process that answers that question, in order of application, through a sequence of studies of increasing detail.

  • Facilities study — the engineering and cost of those upgrades
  • Interconnection agreement — obligations, milestones and cost responsibility

What a queue position secures

A queue position secures a place in line and a right to be studied. It does not secure capacity, a cost, or a date. Projects are frequently marketed on the strength of a queue position that guarantees far less than a buyer assumes.

  • Upgrade costs are unknown until the studies conclude
  • Costs can shift when projects ahead of you withdraw
  • Milestones and deposits must be met or the position is lost

Why costs move

Studies are run in clusters, and each project’s upgrade obligation depends partly on what else is in the cluster. When a project ahead withdraws, its share of shared upgrades can reallocate to those behind it — which is why a cost estimate from an early study should be treated as provisional.

How this shapes a programme

How long does interconnection take?

It varies by region and has generally lengthened as queue volumes have grown. Rather than assume a duration, take the transmission provider’s published cluster schedule and build the programme from those dates.

Can a queue position be transferred?

Often yes, subject to the provider’s rules and any conditions attached to the position. Transferability and what survives transfer should be confirmed before a position is valued in a transaction.

What is the most common mistake?

Treating an early cost estimate as firm. Upgrade cost allocation can change materially between studies, and a model built on a single early figure can be badly wrong in either direction.

Does storage change the process?

Generally yes. A combined generation-plus-storage facility is evaluated on its total nameplate and its charging behaviour, which can change study results compared with a standalone filing.
